EBU calls for safeguards to access public service media content in the Digital Networks Act

The EBU advocates for universal access to high-quality, trusted public service media across all platforms and devices. We urge the EU to ensure the Digital Networks Act (DNA) protects broadcast services, guarantees easy access to radio in connected vehicles, maintains the must-carry and net neutrality principles, rejects extra fees for content delivery, and preserves national control over broadcasting spectrum allocation.

EBU Members are entrusted with the mission to reach all citizens with high quality content to inform, educate and entertain. To achieve this, they rely on both broadcast and broadband infrastructures: terrestrial and satellite, fibre, and 5G.

As false or misleading information floods is proliferating, public service media are a source of reliable, impartial and diverse content. It is crucial to ensure all citizens can access this trusted content across all platforms and connected devices such as televisions, phones, cars, etc. This content must be easy to find and prominently displayed on all relevant gateways that provide access to media services. The Digital Networks Act (DNA) must reflect the value media brings to society, safeguarding citizens’ ability to access broadcast services.

 We ask the EU to consider the following points:

  • Protecting radio’s presence in connected vehicles is essential, ensuring listeners can easily access radio content
  • The DNA should uphold rules and mechanisms such as the must-carry principle
  • The net neutrality principle, as enshrined in the Open Internet Regulation, does not need to be modified
  • We strongly oppose any additional fee on European content providers for the online delivery of content to audiences
  • Spectrum attribution procedures for broadcasting should continue to be devised at national level
