European broadcasters' common position paper on the Draft WIPO Broadcasting Organizations Treaty

On 25 March 2025, the EBU called upon WIPO Member States to recommend the WIPO General Assembly to convene a Diplomatic Conference for the adoption of the WIPO Broadcasting Organizations Treaty.
The piracy of broadcast signals has undeniably become a global issue. The Internet facilitates unauthorised use and distribution of broadcasters’ signals, causing substantial financial harm to broadcasting organisations. This threatens the commercial sustainability of live and premium content, which is central to broadcasters' programming.
The Draft WIPO Broadcasting Organizations Treaty (SCCR/46/3) offers a comprehensive solution against piracy by establishing global protections for programme-carrying signals across all forms of transmission. The Treaty is now ready, requiring only adoption by the Member States to take effect.
