Licence Fee

The licence fee remains the main source of funding for European public service media across the EBU area. At a time when many systems are under intense scrutiny or being adjusted to the changing media landscape, an international benchmark is more useful than ever. This report offers a unique international perspective, covering recent reforms, forthcoming changes, amounts charged, and collection procedures.

Here are three highlights from this year’s edition:

• The fee costs EUR 0.29 per day per household on average. The fee represents 44% of the PSM funding mix across the whole EBU area in 2025.
• The fee covers all connected devices in 76% of countries.
• The higher the fee, the better the PSM performs.
